LSCIC pre coder is designed keeping in view the problems or variations in system's bandwidth. The emphasis of this research is to design and implement a customized chip which may handle worst and best band width situations at the same time with approximately no difference in reconstructed image quality. It is concluded the designed circuit is made adaptive to variable bandwidth conditions. VHDL coding and synthesis of this Chip is carried out in this research alongwith the introduction to fast RAM unit which contains image data temporarily. Conclusions and results of this research shows maximum PSNR and minimum MSR (Mean square error)to justify the best image reconstruction methodology.
